Guide moving me to new quests before turning in completed.

I'm in Borean Tundra right now, I've completed:

Master and Servant
Give Fizzcrank the news
Just a few more things

Instead of having me turn them in, the guide has sent me to "Surround"! in a new area.

This issue is not showing me where to turn the quests in, but shouldn't the guide have me turn these in before moving me to another area? About 75% of the time, it does have me turn them in, but the rest of the time it has me move to a new area.

Is this normal behavior?

Sometimes yes that is normal. I see that we will have you turning in Master and Servant on step 258 so they're not forgotten, just delayed. And while you are within that 58-80 level range you see behind the guide name you will get the same amount of xp no matter when you turn it in.
