Ps: Yes, I checked its balance duid in the options and versitility IS scored. And -9 intelect? its the highest scored stat

Hold the Shift key and click on Decline on that window. That will generate a gear score bug report that you can copy/paste here which we can use to answer your question. A picture of the suggestion window does not tell us what stats the system sees or what it is scoring.
