'Dark Revelations' is missing in Azsuna

I am trying to complete the World Quests Unlock Quest Line series, which currently has me on "Azsuna"

In step 32 it wants me to accept "Dark Revelations" from the demon hunter next to me. They do not have any quest for me.

I turned in "Saving Stellagosa", the "Lead the fight against the legion" is also grayed out.

I'm not finding anything about it being bugged on WoWHead. Try exiting the game and then logging back in to see if that gets it to show up.

That did not work.
Also tried flying away and flying back, removing quests just in case, nothing,

I just tried just skipping it and it brought me to step 38. Will see if I run into other issues, or if I don't unlock the quest I am aiming for.

Nevermind, I can't accept the quest for step 38

Found the issue, I think.
I needed to complete Fel machinations before I could accept Dark Revelations.

The "Fight against the legion" is still grayed out though

I had to skip fight against the legion, but I have made it to step 88 so far with no other issues.

The guide does not walk you through completing "Fel Machinations" where you need to free 6 Demon Hunters. After completing "Fel Machinations" I was able to accept "Dark Revelations"

Fel Machinations, accepted on step 24, completed on step 25, turned in on step 26. Dark Revelations accepted on step 32. The guide does cover Fel Machinations before telling you to accept Dark Revelations.
