Non-existent BfA Horde Intro Quest

Step 75 of the Horde BfA Intro guide has a quest called 'To Matters at Hand' that I'm supposed to accept from Chronicler To'kini, but no such quest exists. This has been the case with every alt I've leveled to 110 so far.
