Can't find NPC?

When I click the white bubble next to "Talk to Whoever", their name is no longer highlighted around me. Is this a bug?

Are you sure you are within targeting distance of the NPC?

The steps I have already taken:
Log out and back in
Exit game entirely log in
Run repair tool
Delete all addons
Delete WTF, Interface and Cache folder
Run repair tool again.
