I have this happen a lot. I follow the guide religiously, but as I go from guide to guide I find that I have multiple completed quests that have never been turned in. Grey now. I have to dump them to accept new quests. This is unacceptable. I would rather skip a quest than complete it and never turn it in. The guide doesnt seem to follow how many quests I have it just wants me to accept more even if I cant.
