The best place to level wrath skinning Is Heroic: Oculus at the start of the dungeon
You kill all mobs right to the portal just before the first boss
Where you choose a drake it is ok for Borean Leather but you are limited to 10 runs
I leveled to 1-75 in 4.5 runs in like 12 mins on a level 116 hunter can be done with lower level toons of course
Would like zygor to add this to the guide as it is much better than what is in it now
