Tiragarde Sound - Step 472 - Freehold: A Pirate's End

I have completed all 3 areas in the BfA, but went back to catch the ones that I missed. In the Tiragarde Sound step 472, I cannot find Flynn Fairwind to pick up the quest, "Freehold: A Pirate's End". Any ideas on what to do?

Use the War Campaign guide and go thru that for a bit. It appears that he is not visible until you progress the War Campaign but I do not know how far into the war campaign you must go before he is able to be found in Boralus.
