Stuck at the beginning of Highmountain

Trying to work through legion jewelcrafting and during my efforts to do so it's sending me on a huuuuge list of tedious, boring, and frustrating quests. The latest one is the Highmount story arc due to needing Highmount reputation. I am stuck on step 3 in a guide in which step 1 doesn't exist. It literally starts with step 2 and in step 3 the NPC Mayla Hightmountain won't even talk with me.
