Gear finder

Hello,
I'm level 43 at the moment in WoW retail.
When I use the Gear finder,I see that I have to do low level dungeons to upgrade my gear(for ex Dire Maul).I have uploaded a picture of proof.
Is this normal or is this a bug?

That attachment didn't save correctly. I believe at this point the dungeons and most of that gear will scale to your level.
