War Campagin - Alliance- stuck on my alts.

I have leveled up two alts now to lvl 50.
And On both of them I started the "War Campaign" line in Zygor.

The problem is that on step 390 "Talk to Halford Wyrmbane - Accept 'Uniting Kul Tiras'"
I cant get that quest from him.

This is on both alts. I cant seem to get the quest, and I´ve done everything in the questline before that.

Does anyone know whats going on with that?

Looks like Blizzard may have made it a requirement to complete the quest Infusing the Heart which we don't have covered by any guides that I can find. Oh no. Over to next problem.
When I am on Vol'dun and trying to speak to Halford Wyrmbane there on step 404 to Turn in 'Overseas Assassination' and accept 'The Vol'dun Pla' It does not give me anything. It ´s just blank. Apperanlty I dont meet the requierments.

Got a solution to that as well ?

edit:
I went back to the ship in Boralus, had a !-marker ontop of Glenn or waht his name is. Took that, went back to Vol'dun. And now it worked. Ill keep updating this thread if more things get stuck. Might be of help to others with alts.
