It's very confusing to follow these as step 2 says to complete the "Uniting the Isles" Quest" which it says to "Use the Legion "World Quests Unlock Quest Line" guide to accomplish this.

What is this guide I can't seem to locate it?

The name of the guide is "World Quests Unlock Quest Line" and it is located in the Dailies > Legion section.
