Do I need to purchase the upgrade?

I used the lcient and downloaded the updated version.
When I go to the members section I see were it shows upgrade purcahse $20, do I need to get this in order to actually get the cataclysm upgrade?

If you purchased your guides before Oct. 7th then you need to pay a small upgrade fee to get the 2 new races and the 80-85 guides.
