Assassination spec, glyphs

Talent advisor for the assassination spec suggests the Glyph of Garrote at level 25, but the glyph is not available until level 40.

Is there any significance to the order the glyphs are listed in, or is it random? If it's not random, then you need to list Fan of Knives last.

I believe that the glyph suggestions were not put into the builds in a leveling order, but more in an order of importance.

Well, some glyphs, Garrote being one of them, are unlearnable at lower levels, here level 40.
Which is fitting, as Garrote is not learnable until 40, which, surpriiiise, also is the level where the glyph becomes learnable.
