I was wondering since Blizzard is making all races able to be made by all types of accounts if the new race is going to be included without buying the upgrades or will I need to buy the upgrades. Either way doesn't matter to me, but I was just throwing this out there.

Pandaren are indeed available to any player, even if he does not own Mop.
I think Draenei and Blood Elves are also available to anyone having only a Classic account.
What requires the addons are the classes (Monk) and high level content. Without MoP you will only be able to level to 85.Comment
