I personally wouldn't trust any website trying to do pre-orders on the expansion when Blizzard hasn't given a release date or a price for it.

As for when you can pre-order the guides for the new expansion, that is normally a month or two before the expansion is released, so until Blizzard announces the release date I can only guess when we'll open pre-orders.
