Guide arrow locks in my Garrison

With 8.3 Blizzard changed garrisons into instanced zones and Blizzard does not allow any arrow or navigation to work inside instanced zones. The arrow will work again once you leave the garrison.

My toon just created it's Garrison.
The guide arrow simply stops responding when I get near or into the garrison.
As soon as I reach beyond the immediate surrounds of the Garrison it works perfectly.
I checked this on another much older toon and it is having the same issue.
I took the toon to Orgrimmar and checked there...it's working perfectly.
