There is no Winter's Veil event guide in my download. All the rest are present though. Any info on this?

Since the D&E guide inception, the events that are coming are not a part of the lineup as of yet, meaning they are not 'released' until the event happens.
Bliz usually makes minor changes to the events, and the events are run by staff to ensure the changes are made prior to release.

And there will be some big changes now that the shattering has happened. At least every npc will be moved to another place most likely and Zygor will have to correct them.I'm Rebur, Tadia, or Judianna most games.

Uhh, you must not have been running the updater or just not paying attention when it updated. There were 2 updates on the 9th, 3 updates on the 10th, an update on the 11th, and an update on the 14th. http://zygorguides.com/archive/index.php
