War Campaign - Step 387 - Talk to Allabas - Discover the Windfall Cavern Flight Path

I'm trying to complete the War Campaign to complete the Tides of Vengeance Achievement to unlock the Zandalarian Trolls character; however, when I get to this step the cavern is completely empty and there are no NPCs to be found. Everything was fine until this step - what am I missing here?

Try going back to step 1 fo the war campaign guide to make sure you have not missed anything.

Nothing is missing. I even went back 50 steps and all are green.

Try completing any quests that you have in your log that are not part of that guide.
