    World of Warcraft PTR Patch 4.0.6 Pt. 1

    From Blizzard:

    General

    * Many tooltips have been updated to reflect any changes made via recent hotfixes.

    * The guild reward Armadillo Pup now requires revered faction instead of exalted.

    * All guild banners now reward bonus reputation in addition to honor and experience.

    Dungeons & Raids

    * Level 85 players can now choose any normal dungeon via the Dungeon Finder. Choosing Random Dungeon will still not add these lower-level dungeons into the rotation.

    * The Vortex Pinnacle

    o The wind direction and fun coefficient of the Cyclones that appear in Heroic difficulty during the Altairus encounter have improved clarity.

    PvP

    * Arenas

    o Bloodlust, Heroism, Time Warp and Ancient Hysteria can no longer be cast while in Arenas.

    * Battlegrounds

    o The Battle for Gilneas

    + The time it takes to capture a flag has been reduced to 5 seconds, down from 8.

    o Strand of the Ancients

    + The damage done by Antipersonnel Cannons has been doubled.

    + The missile speed of Rocket Blast (Antipersonnel Cannons) has been increased by roughly 50%.

    + Some Antipersonnel Cannons could shoot the platform they were spawned on. These spawn locations have been fixed.

    + The Battleground Demolisher no longer has two additional seats and now only has room for the driver.

    + A PvP duration flag has been added to Battleground Demolishers. This should make it so crowd control effects cast on unmanned demolishers does not last an extended amount of time.

    + There should no longer be a discrepancy in time when the Battleground Demolishers spawn at the start of each round.

    + The Battleground Demolishers spawned on the docks no longer despawn when the north graveyard is taken by the offense.

    + Massive Seaforium Charges should now be useable in rated Battleground matches.

    + The duration of the Teleport debuff has been lowered to 10 seconds, down from 20.

    + The radius of the Seaforium Blast has been lowered to 10 yards, down from 20.

    + The Teleporters on defense will now teleport players based on which line of gates have been destroyed, rather than directly behind that gate. For example, if a player clicks the Teleporter at the Blue gate when one of the beach gates has been destroyed, it will put the player behind the Red gate.

    Races

    * The draenei racial trait Gift of the Naaru now heals 20% of the target's health over 15 seconds, rather than a scaling value.

    * The dwarven racial trait Stoneform now reduces all damage taken by 10%, rather than increasing armor by 10%. It also increases the dwarf's size when used.

    * The gnomish racial trait Escape Artist now has a 1.5-minute cooldown, down from 1.75.

    * The human racial trait Every Man for Himself has been reverted back to a 2-minute cooldown, down from 3 minutes.

    * The night elf racial trait Shadowmeld can now be used while shapeshifted.

    * The tauren racial trait War Stomp can now be used while shapeshifted.

    * The worgen racial trait Darkflight now has a 2-minute cooldown, down from 3, and is no longer on the global cooldown. In addition, the movement speed bonus now stacks with existing bonuses, but cannot be activated while Sprint or Dash is active (and they cannot be activated while Darkflight is active).

    Death Knights

    * Icebound Fortitude now breaks stuns when used, in addition to providing immunity to them.

    * Necrotic Strike's absorption effect is now reduced by the target's resilience.

    * Talent Specializations

    o Blood

    + Crimson Scourge has been redesigned slightly. Instead of a 50/100% chance to make the next Blood Boil free when Plague Strike is used on a target with Blood Plague, the talent now gives a 5/10% chance to provide a free Blood Boil when the death knight lands any melee attack on a Blood Plagued target.

    + Will of the Necropolis no longer refunds a Blood Rune when it resets Rune Tap's cooldown. Instead it makes the next Rune Tap free while Will of the Necropolis is active.

    o Frost

    + Howling Blast now deals 40% less damage to all targets other than the primary target of the spell.

    + Might of the Frozen Wastes now also increases all melee damage by 4/8/12% while wielding a two-handed weapon.

    o Unholy

    + Desecration is now also triggered by Necrotic Strike.

    + Runic Corruption procs while the aura is already active now add 3 seconds to the existing aura duration, instead of simply refreshing/overwriting the existing aura.

    + Unholy Might (passive) has been reduced to a 5% Strength increase, down from 10%.

    * Glyphs

    o Glyph of Death's Embrace no longer refunds Runic Power when self-healing via Lichborne.

    Druids

    * Barkskin is no longer dispellable.

    * Healing Touch is now trained at level 78, up from level 3.

    * Lacerate damage has been reduced by approximately 20%.

    * Mangle (Bear Form) weapon damage (at level 80+) has been reduced to 235%, down from 300%.

    * Mangle (Cat Form) weapon damage percent (at level 80+) has been increased to 460%, up from 360%.

    * Maul damage has been reduced by approximately 20%.

    * Mount Up: This guild perk now applies to Flight Form and Swift Flight Form as well.

    * Nourish is now trained at level 8, down from level 78.

    * Omen of Clarity can no longer trigger from helpful spells (aka heals), unless the Restoration talent Malfurion's Gift is chosen.

    * Rake damage has been reduced by 10%.

    * Rejuvenation is now trained at level 3, down from level 8. In addition, its mana cost has been reduced from 26% to 16%.

    * Rip damage has been reduced by 10%.

    * Shred weapon damage percent (at level 80+) has been increased to 450%, up from 350%.

    * Talent Specializations

    o Balance

    + The Shooting Stars buff duration has been increased to 12 seconds, up from 8 seconds.

    + Wild Mushroom is now instant cast, down from 0.5 seconds. In addition, the radius of detonation has been increased to 6 yards, up from 3, and damage done increased by 15%.

    o Feral

    + Berserk (instant Mangle proc) now has a new Spell Alert identifier. In addition, Berserk no longer breaks Fear or makes the druid immune to Fear.

    + Pulverize weapon damage percent has been reduced to 80%, down from 100%.

    o Restoration

    + Empowered Touch now also affects Regrowth.

    + Nature's Bounty no longer affects Swiftmend, but now has a new effect. When the druid has Rejuvenation on 3 or more targets, the cast time of Nourish is reduced by 10/20/30%.

    * Glyphs

    o Glyph of Regrowth now causes the heal-over-time effect to refresh itself on targets at or below 50% health, up from 25%.

    o Glyph of Wrath now increases damage done by Wrath by 10% and no longer requires Insect Swarm on the target.

    Hunters

    * Aimed Shot! weapon damage has been increased to 200%.

    * Aspect of the Wild, Aspect of the Hawk, and Aspect of the Fox can now be cast while mounted.

    * Deterrence now provides 100% chance for melee attacks to miss instead of 100% parry chance. This means that attacks that cannot be parried, notably some rogue abilities, can now be prevented by Deterrence, and the hunter will gain the benefit of Deterrence even if disarmed.

    * Dust Cloud's cooldown and duration have been modified to make it closer aligned with Tailspin (same effect, different pet).

    * Kill Command's damage has been increased by 20%.

    * Kill Shot's attack power scaling has been increased by 50%.

    * Master's Call now has a 35-second cooldown, down from 1 minute. In addition, the visual effect is more obvious.

    * Talent Specializations

    o Marksmanship

    + Chimera Shot's attack power scaling has been increased by 20%.

    o Survival

    + Into the Wilderness (passive) has been reduced to a 10% Agility increase, down from 15%.

    * Pets

    o Pets now have 70% of the master's armor, rather than a different value based on which type of pet they are.

    o Shale Spiders now correctly have a special ability (Web Wrap).

    o Bad Manner (monkey) now properly breaks from damage.

Dispelling the effect of Ring of Frost will now make the target immune to being refrozen for 3 seconds. If a second Ring of Frost is cast by the same mage while the first is still active (via Cold Snap), the first will now disappear and cease functioning.

      * Bug Fixes

      o Ring of Frost can now be cast, and works properly, on transports (this includes elevators, trapdoors, etc.).

      o Retribution

      + Divine Purpose: The chance for applicable abilities to generate Holy Power has been reduced to 7/15%, down from 20/40%, but instead of generating 1 Holy Power, the next applicable ability used consumes no Holy Power and acts as if the paladin has 3 Holy Power.

      + Repentance is no longer broken from damage done by Censure (Seal of Truth).

          Patch 4.1: What we know so far

          From WowInsider:

          Patch 4.1, the first major content patch of Cataclysm's life cycle, has been mentioned a few times lately here on WoW Insider, sparked by Alex Afrasiabi's commentary narrating a zone overview for G4. Since then, many players have asked the question ... what is actually in patch 4.1? What do we know about it? Do we know anything?

          We don't know everything that will be contained in patch 4.1, but between BlizzCon and more recent information, Blizzard has already outlined a number of the major features from the patch. Let's take a look at those features, shall we?
          Hyjal daily quests
          A new daily quest hub will be added to Hyjal, one of the two Cataclysm starting zones. This quest hub will actually progress the overall story of the zone. If you've quested through Hyjal, you know that players end up healing most of the damage done to the zone. Patch 4.1 will reflect that and we'll be questing in a healed Hyjal. Perhaps some of those quests will actually take place in the Firelands, similar to the Joust quests or the quest to kill Nemesis? Time will tell.
          Firelands raid
          The quests in Hyjal ended with the player pushing Ragnaros back into the Firelands, alongside Malfurion Stormrage and Hamuul Runetotem. Malfurion and Hamuul then discuss going to the leaders of the Horde and the Alliance to arrange closing off the Firelands completely. This raid zone will very likely be the climax of that story.

          The final boss of the Firelands raid will be Ragnaros within the Sulfuron Keep, and we're likely to learn more of the reasoning behind Ragnaros's aggressive interest in Azeroth. The plan as of BlizzCon was to include a total of seven bosses. Perhaps more of our old friends from Molten Core? It would be a good opportunity for them to revisit the fetch mechanic from Golemagg that they were unable to properly implement back in vanilla WoW.

          Abyssal Maw instance
          Patch 4.1 will introduce another 5-man dungeon in Vashj'ir, this one completely underwater like the world zone that houses it. Back at BlizzCon, the developers tried to assuage the fears of the playerbase by being clear about trying to avoid the "Oculus effect" wherein quirky mechanics turned the dungeon into an annoyance.

          This instance will have four or five bosses. Based on Alex Afrasiabi's recent comments, among these bosses may be an animal god, if not more than one.

          More classic dungeon changes?
          Before the launch of Cataclysm, the playerbase was grumbling about heroic Deadmines and Shadowfang Keep. While originally expected to be in at launch, it was later announced that these dungeons would be in patch 4.1 and not available at launch. That delay didn't actually occur. Both of the heroic classic dungeons made it in at launch, so there may not be any of this in patch 4.1 after all.

          Enhanced dungeon maps
          At BlizzCon, the developers also discussed the planned addition (or extension) of dungeon maps. In addition to 2D maps of the dungeons (many of which we have already), the basic UI will offer lore background for bosses, their basic abilities (though no mechanical or tactical explanation of the encounter), and the loot they drop.

          This UI addition is unlikely to eliminate mods such as AtlasLoot, but it will be a great boon to players that try to remain addon-lite.

          As of now, that's all that we know about patch 4.1. Do note, however, that almost all of this information dates back to the end of October and patch 4.1 isn't even on the PTR yet. All of this information could change at any moment.

              Q: Nothing in there about tol Barad Battle at all.

              Fix Tol Barad please. we're begging you. Infinite threads ask for fixes.

              Heck we'd settle for a temporary hotfix that simply allows both sides to access the raid while you work out balancing issues.

              A: We don't have plans to allow both factions to access Baradin Hold, regardless of who controls Tol Barad. We do have some balance adjustments we'll be making to Tol Barad gameplay in patch 4.0.6 though. They just haven't been listed in the patch notes as of yet.

                    Paragon defeated Nefarian in Heroic mode a few hours ago and was the first guild in the world to achieve that! Congratulations to them for spending so much time and fur shampoo on that kill!

                        From Blizzard:
                        Now that Cataclysm is out in the wild, more players are getting geared up and checking out Tol Barad, the new outdoor PvP zone. Today, we wanted to address some of the concerns players have expressed about the zone, including how challenging it can be to win as the attacking team, and provide some insight into our design approach. We also wanted to share some of the lessons we learned from Wintergrasp, discuss the difference between the two zones, and touch upon the recent hotfixes made to Honor Point gains and how we plan to improve Tol Barad going forward. We're confident this zone will provide meaningful and fun PvP for some time to come, but we also recognize additional tuning is required to ensure Tol Barad is everything we intend it to be.

                        As we mentioned earlier, the attacking faction is having a pretty tough time winning control of Tol Barad -- and we're OK with that, at least in theory. Here's why: When we set out to create Wintergrasp, one of the issues we dealt with was that we were never able to ensure the sides were even -- in fact, they rarely were. Because the smaller team would almost always be assured defeat, we attempted to address team-size imbalance by favoring the attacker. Control of Wintergrasp went back and forth, and the result was that battles lost their impact. On most realms the defenders became complacent, knowing they were likely to lose control of the zone, returning to re-take it when it was their turn to attack. The sides swapped back and forth every few hours, and Wintergrasp wasn’t so much about an epic struggle for a meaningful piece of land as it was a complicated game of leapfrog.

                        Since then we’ve devised mechanics that help ensure equal team sizes, and we took Wintergrasp's lessons to heart when we designed Tol Barad. Tol Barad is intentionally balanced so that it’s a challenge for the attackers, because we want to make sure that control of Tol Barad matters. For the defenders, there’s a sense of urgency that Wintergrasp didn't have -- if you lose it, you’re going to have a hell of a time taking it back. For the attackers, there are a number of rewards at stake -- such as access to the Baradin Hold raid and additional daily quests -- that we hope players feel are worth fighting for. That sort of tension is what we wanted from Wintergrasp, and what we believe Tol Barad can ultimately offer.

                        With that being said, we want winning Tol Barad to be a challenge for the attacking faction... but we don't want it to be impossible. Taking Tol Barad should be tough -- but right now it’s a little bit too tough, and it’s something we’re actively working to balance. Earlier, we attempted to temporarily address the issue by offering a far better reward to the winning attackers: Honor Points awarded for successfully attacking were increased tenfold, but that was such a great incentive that it ultimately undermined the spirit of competition. Since then, the reward for winning as an attacker has been brought back down to a more reasonable amount.

                        While we've already made minor adjustments to improve the gameplay and address select exploits, our job in Tol Barad is far from over. We ultimately want to make sure that any changes we make are all steps in the right direction, and we intend to make several updates in the next minor patch to address design and balance issues affecting attackers that we can't address with hotfixes. For example, we plan to alter the battle slightly so that a team with two bases captured can more quickly and easily capture the third, as opposed to a team with one or zero bases. This way, if the defenders turtle up, it'll be a little easier for the attackers to take their last base before the defense can take one of the attackers' other bases.

                        We've been reading your feedback, watching trends across our global realms, and fighting plenty of battles in Tol Barad ourselves to get a feel for what's working and what isn't, and we're committed to making Tol Barad a fun and engaging zone. We want owning the zone to be meaningful throughout the lifespan of the expansion -- and while the attackers may always face somewhat of an uphill battle, the defenders should feel much more pressure not to lose than they do currently. Just the same, the attacking faction should feel motivated to take Tol Barad back, but they shouldn't feel that the odds are insurmountable. So keep fighting the good fight, and we'll continue watching the battlefield and listening to your feedback.

                          Warlock update on changes in 4.0.6

                          From Blizzard:
                          I want to make mention that the Glyph of Soul Swap change is being reverted for now. We don't feel that particular change is necessary as of yet, but will continue to evaluate Soul Swap's performance.

                          Also, another change not yet listed in the notes is to the default range of Curse of Exhaustion. With the movement speed reduction at 30% in 4.0.6, down from 50%, the range is being increased to 40 yards, up from 30.

                            From Blizzard:
                            Those changes were only announced in the context of warlock changes. I recognize though that the first draft of patch notes did not yet have shaman changes listed. In light of that -- and to hopefully dissuade you all from invading the warlock forum about the changes I listed there -- below you'll find the tentative shaman notes. The patch notes will likely be updated to include these changes tomorrow evening.

                            Shaman

                            * Chain Heal’s effectiveness has been increased by approximately 10%.

                            * Hex now has a PvP duration of 8 seconds.

                            * Purge now dispels a single effect instead of two.

                            * Tremor Totem has been redesigned. The totem is now usable under Fear, Charm, or Sleep effects, and pulses much more rapidly, but lasts 6 seconds and has a 1-minute cooldown.

                            * Talent Specializations

                            o Elemental Combat

                            + Earthquake damage has been increased by approximately 10%.

                            o Enhancement

                            + Flametongue Weapon damage now scales from attack power instead of spell power (for Enhancement shaman only).

                            + Purge no longer has its mana cost reduced by Mental Quickness.

                            o Restoration

                            + Cleansing Waters no longer fires its heal effect twice when a shaman removes a Magic and a Curse debuff with a single cast.

                            + Deep Healing (Mastery) has been increased to 3% per point, up from 2.5%.

                            + Greater Healing Wave mana cost has been increased by 10%; healing done has been increased by 20%.

                            + Mana Tide Totem has been redesigned. The totem no longer multiplies the Spirit of those affected by it. It instead gives a flat amount of Spirit equal to 400% of the casting shaman’s Spirit, exclusive to short-term Spirit buffs affecting the shaman when the totem is dropped.

                              From Blizzard:
                              A number of crowd control effect durations are being reduced in PvP for patch 4.0.6. Those changes are not yet notated. The Unstable Affliction change relates to these changes and just happened to be listed first.

                              In general, dispelling warlock DoTs is a little more punishing than we intended in the current PvP model. That said, there are yet still more changes not listed which are worth mentioning here:

                              1. The reduction on the Unstable Affliction silence effect is 4 seconds, up from 3 as currently listed.

                              2. We do think it's a little too easy to counter warlocks (and Shadow priests) with a Resto shaman's Cleansing Waters talent (as was pointed out earlier in this thread), which is being nerfed in 4.0.6 as well.

                              The PvE warlock 4-piece set bonus (Fel Spark) now increases the damage done by the next 2 Fel Flame spells by 300%, rather than increasing the critical effect chance of one by 100%.

                              The PvP warlock 4-piece set bonus has been redesigned. It now reduces the cooldown of Death Coil by 30 seconds.

                              Tremor Totem has been redesigned. The totem is now usable under Fear, Charm, or Sleep effects, and pulses much more rapidly, but lasts 6 seconds and has a 1-minute cooldown.

                              Cleansing Waters no longer fires its heal effect twice when a shaman removes a Magic and a Curse debuff with a single cast.

                              Sorry. Forgot to post that one. I'm still working to finish the latest patch notes. You can likely expect the updated notes to hit tomorrow evening.

                              Improved Soul Fire now increases Fire and Shadow damage done by 4/8%, rather than 7/15% spell haste. In addition, this talent has been moved to tier-3 Destruction, switching places with Aftermath.

                              There are several more shaman changes you'll see in the new version of the patch notes when they're posted.
