Starting new zone (Spires of Arak)

I somehow grinded my way to 96 after 2 days just doing random quests I could find. I was hoping that starting the 96-98 guide would get me past all of the Garrison issues and get me back on track. Everything was ok until step 24. There is no quest available at the Bounty Board. So i'm stuck again. I tried skipping ahead 10-20 steps and flew around the whole zone and couldn't find one quest from the guide. I guess the problems earlier in the guide effect everything else moving forward, including starting a new zone.

The "Arakkoa Exodus" quest is a breadcrumb quest and normally it should be available only depending on your character level, in this case 96.
Is your garrison working correctly? Because if the instance servers are down (which normally is the case on nearly every EU server most of the time) your garrison will be empty except all the other players trying to enter their garrisons.
So without working garrison you won't be able to pick up a quest at the bulletin board.

However there#s another breadcrumb quest avilable in Talador.
The one for Horde is this one:

For the Alliance one wowhead has no information about where to get it:

And it's possible you need to complete some quests to unlock these quests.

Not available for me either. Everything is working fine on the server for a change but the only quest on the board is "Bounty: Twisted Ancient". I am level 96 + 21% towards 97.

Also being a mage and able to use portals the guide keeps getting me to use the portal to port to Stormshield even if I am going to my Garrison and can hearth there much faster.

Strange. Just checked my quest log and it is already there however the guide does not see it as being there so is trying to get me to get it. Will just step over it and see what happens

I looked into the guide files and it seems the Zygor team used the wrong "Arakkoa Exodus" quest IDs for both factions.
At least according to wowhead.
The Alliance guide uses ID 36951, wowhead says the Alliance quest has the ID 34653.
And the Horde guide uses the ID 34653, wowhead says ID is 36951.
