Zangarmarsh (62-64) Missing quest

On step 39 of the Zangarmarsh (62-64) it wants you to go to Windcaller Blackhoof to accept the "Blessings of the Ancients" quest, But the NPC does not offer the quest. I have completed all the previous quests and turned them in prior to this.

Wondering if anyone else is having this problem?

Make sure you have done "As the Crow Flies" (steps 25-27) and what is your rep with Cenarion Expedition?
