Guide Bloodelf Ghost Lands 10-60 Step 10 Talk to Rathis Tomber Accept Tomber's Supplies. Had to go complete 2 other quests before I could get this quest due to needed rep.
Quests I did to get the rep needed were

More quest can't be accepted in Bloodelf Ghostlands 10-60. Haven't found the reasons for these yet.
Step 36 Troll Juju from Deathstalker Maltendis
Step 37 Investigate the Amani Catacombs
Step 57 Forgotten Rituals Geranis Whitemorn
Step 59 Attack on Zeb'Tela Farstrider Solanna
Step 62 Accept The Traitor's Shadow from Ranger Vynna isn't available.
Step 85 Turn in Report to Magister Kaendris not available to turn in and accept The Twin Ziggurats not available.

Steps That I found a way to be completed
Step 59 became available when I completed Step 60.
Step 57 became available when I completed Step 60.
Step 36 I found available at step 73 from Apothecary Venustus in stead of quest A Little Dash of Seasoning
Step 62 Ranger Vynna the quest Investigate the Amani Catacombs is which is step 37.
Step 87 War on Deatholme isn't available from Magister Idonis.
Step 62 The Traitor's Shadow became available when i completed the quest Farstrider's Enclave also the quest at step 73 A Little Dash of Seasoning became available.

Step 85 completed due to completing Step 73.
Step 108 needs to be turned into Apothecary Venustus in the Farstrider Enclave instead of Deathstalker Maltendis in Tranquillien.
Step 109 needs to be turned into Ranger Vynna in Farstrider Enclave instead of Advisor Valwyn in Tranquillien.
Step 87 Completeing The Twin Ziggurats from step 85 allowed me to pick up the quest War on Deathholme.
Step 119 A Restorative Draugth isn't available from Arcanist Janeda instead Captives At Deatholme is.

Now this quest there is nothing wrong with but Step 131 can be picked up earlier with the quest turnins for Step 108 and 109 needed to be turned into Farstrider's Enclave.

Have you made sure that all of the Eversong Woods guide has been completed to see if stuff in there is needed to unlock quests in Ghostlands?

Eversong Woods shows in the Current guide to be 100% completion.

Well I just finished the Guide and have all the stuff I needed to do to complete it in post number 1 & 2
