During the recent Lunar event, I found I had problems getting the tokens from some of the elders. They weren't anywhere in the world. The Dragonblight section of the regular guide starts a quest line that phases the horde capitol cities. I had to do half a dozen more quests on my paladin (leveled with your guide) to complete the chain. I couldn't even figure out what step to start with on my warrior so while he's been my main and I've had him longer, he doesn't have the Elder title and she does.
You'll need to add checks and have the quest line set as a pre-req for it before next year.
