Step 141 says to Accept the quest "The Hatchery Must Burn" (quest ID 25810) from Aviana but she doesn't offer this quest. It is offered by Morthis Witherspring, who is in the same room as Choluna, who offers the quests from step 140. You must however complete the rest of step 141 before he has the quest for you.
