Why do "Steps Completed" keep changing ?

Why do "Steps Completed" keep changing ?
No, not the first number as that should change as we proceed through a guide. I am on about the target number. It's been annoying me for some time and I would like to know why.
For example. Just did the Xal'atath's Gambit questline. It started with x/10 steps. Then went to x/18, x/21, x/24, x/30. Surely the steps should be x/30 from start to finish ?
It's frustrating to see the goal posts keep moving like this. Surely the steps should be fixed, just like the quest number is ?

I did a post about this also.. and no response, sure it has to do with them only loading sections of the guide into memory instead of the full guide at one time.. But like you its frustrating to not know how many more steps we have especially for guides that are like 500+ steps deep or even 300+ steps.

Try clicking on the green progress bar at the bottom of the guide window.

That only changes it from steps to quests.

You are correct. Didn't notice the tool tip pop up.
