Unable to pick up An Inspired Moral Inventory

I have started levelling an alt in Shadow lands (lvl 50). I got to step 106 of the Bastion guide and Acolyte Galistos is not showing for me to pick up An Inspired Moral Inventory. Zygor version 8.1.27199

You will need to be right on top of him to show up. He also sometimes shows up at the location where you are supposed to turn in the quest when completed (54,74). This is a side quest and can be skipped without worry if you do not find him.

I am right on top of him and it doesn't even show that there is a quest to accept from him. I made sure I checked to see if I had previously completed the quest, and I haven't.
