How do you adjust guide starting at level 28

So I just picked up the guide, but I’m already level 28. I boosted pretty much all the way to level 28, so I haven’t done really any quests. When I loaded up the guide it started me in 1k needles to accept or turn in a quest and I couldn’t do either or. Is there a way to start this guide so it doesn’t take me places where I can’t even get quest or do them yet because I haven’t started the chain?

On the guide viewer click on the 3 dots icon and select to have it find a spot in the guides for you with doing prerequisites.

Should I do the one where it does the quest catch up one, or the other?

Yes, the option to find a spot for you in the guides and to take you thru any needed pre-quests.
