THe guide auto jumps past stages

Ok not sure why this is doing it but for insrtance the guide says "talk to blah and hand in quest blah blah" and then stap 2 - 3 are avaliable quests it skips 2 and 3 and then skips loads of parts till some random quest that i dont even have?

is this because im lvl 64 and im doing the 62-64 chain?
