Ok I'm going off the Nether Drake Mount Guide and i did everything, so when i free the dragon mate the '' In Service of the Illidari" isn't showing up on the NPC, I'm level 80 so I'm high enough. what gives?

You have to have artisen flying.
Also, there are levels of rep you need for each portion of the guide.
Finishing a portion of that guide does not default to moving to next one.
You may need to spend some time farming eggs and running the dailies there to get rep."The voices in my head may not be real, but they have some good ideas." -
