Step Skipping System broken?

Okay so i have to run the part of the guide where its for level 21 when its 23. due to the fact when it skips steps it lands me on a quest that i cannot accept, so i got to go all the way back again. This is frustrating as i am wasting time. Anything i can do?

To turn off the skipping go into your Dynamic Progression section of the guide options, uncheck the 3 boxes, and adjust the slider up to 80.

The team are aware there are still some issues with the SIS and are trying to get it fixed.
