Obsolete quest color

My husband, my son and I all swear there used to be an option to color obsolete quests even when not actually utilizing the dynamic progress.

I remember it (or at least I really think I do) because I work char's with my husband and I usually out level him with doing gathering (and killing extra things while gathering), but I did not want to turn on the dynamic progress because we wanted to stay on the same steps, but I liked to see the color, so I knew what steps I would've been skipping.

Is this the case, and the option is no longer there, or are all three of us going crazy?

Yes you can do this actually. Just right click the "Z" on the minimap to pull up the options window and click on Dynamic Progress. Check the box "Enable Dynamic Progress" and under -Step Colors- you can click the box Obsolete to pick the color you want.

I know, but we were thinking that this used to be an option without enabling the Dynamic Progress

If you enable the Dynamic Progress you can adjust the slider all the way up to 80 so that it's not skipping stuff and still get your different colored step lines.

We actually merged the 2 options in a recent release, as most times they are used together and we were getting reports that the dynamic progress options were too complicated. So, we simplified them a little with that change.
