Enemy of the hored quest help.

I am currently trying to get this quest as per the guide. the problem though is that the npc that you kill to get the quest starter doesn't drop the item. I've killed him about ten times now and still no luck. Any suggestions?

You mean that the guy you kill for the Enemy Of The Horde quest does not drop the orders for this quest?

There are no comments on wowhead on this, maybe the guide skipped some quests earlier (set the allow levels ahead slider in the guide options, section dynamic progress to 3-5 to prevent this) or Blizzard has messed around with this.

This quest does not seem to be part of a chain so you should be able to safely skip it.
