The second one with the Intel CPU seems to have a rather slow graphics card.
The first one should work but I'd recommend a Phenom II X4 955 or 965 which are cheaper but faster when programs don't use all 6 cores. And for the graphics card I recommend at least an AMD 5770 or 6750 instead of the 5670. For gaming only the x7xx AMD chips are fast enough. Something with x6xx or x5xx or even lower is too slow.
This PC seems to be suitable:

Well, it appears to be more of a work station type of a system compared to a gaming system, low ram and old video card. Hard drive info (size, interface type, rpm, seek time) would be helpful, but I'd estimate that a reasonable price for it would be in the $200 - $300 USD range.

Also keep in mind that my price would vary depending on where you live in the US. Cost of living and item costs vary greatly with location.

That's actually just replays going right now. If it were live it would have the word live down on the bar beside the pause key.

Yes, the Core 2 Duo was one of the first real dual core CPUs. It's like having two CPUs but they are inside one chip.
Currently you should use CPUs with 4 cores as Antivirus programs use quite some system performance and most games make use of at least 2 cores.
My system had a Core 2 Duo with 3,1 GHz and a Geforce 8800GTS. I upgraded it to a Phenom II with 3,4 GHz and a Geforce GTX460 and the performance boost is quite nice.
