I have a suggestion,
Tranquillen faction rep is the easiest to obtain (can start at level 9) with a character level 18 completing most of the tranquillen quests can get you "Somebody Likes Me" achievement by level 20.
I'd like to suggest an zygor guide OPTION to do all the tranquillen quests starting at around level 16. It's not that hard to get to from UC/SM transporter, 5 min run south and you pick up 2 easy quests to turn in along the way.
