How about dividing new content by zone instead of by level?
When I purchased the guide, levels 80-85 was one complete string of quests that involved over 2500 steps. However, this does not work well with the SI system. If the guide for expansions are not divided into zones, you run into problems that I have, which is this:
I do a combination of dungeon and questing. Well, I outleveled Hyjal/Vash'ir / Deepholm by doing this. I did not need to finish the quests in those zones. However, I could not "fast forward" automatically to the Ulduum questlines; because the guide was not divided by zones.
EDIT: Nevermind I redownloaded for my laptop and it was changed to be like this.
