Swarm Defense not tracking correctly

The Swarm Defense world quest in Ardenweald isn't tracking kills correctly for step completion, please see image.
The guide knows I have 17 more bad guys to kill, but it also thinks I've killed the 45 and so keeps attempting to skip forward to the next step.
