Dragon Isles world quests: The selected guide is improper for your character

Get this message saying I have to complete the "moving on" quest on all my alts when I try to use the world quest planner to do dragon isles world quests. Sometimes it goes away after multiple "Accepts", but sometimes the warning refuses to go away.

Is it just specific world quests or all of them?

Sorry, I didn't notice if it was related to specific quests, I just selected all dragon isles world quests from the planner and then told the guide to map the route, after every zone was complete I'd get the error loading the next zone. I'll have to wait for them to pop again to test further since I've completed them already.
