If you've completed all the Shadowmoon steps up to this point then it should be available to accept. If it's not available try relogging to see if there is some odd Blizzard phasing bug or something.

FYI, already picked up the bits from Fiona's caravan. That's the holdout? Maybe? Or it the lost caravan around the corner that starts the other series of quests?

If you've already done Fiona's Soluction for Fiona (or accepted it) then it might not be available. The Crippled Caravan quest reminds me of a breadcrumb quest and if it is then it wouldn't be available if you've done the next quest in the destination location.
