2. At the point where this quest step is encountered, this NPC can not be found, because it is a dynamic and conditional "NPC courier" quest.
If this quest must be in the guide, then it should be placed at a more appropriate level. I searched around the zone for a long time trying to debug where this NPC actually was, then I finally started doing some net diving and found that the quest is a "courier" quest and listed as level 33. I've read some reports that players got the quest at 28, but regardless, its a quest that is only given once certain criteria are met.
