Gear upgrades broken now that I'm in the second zone

The gear upgrade advisor was working as expected all throughout the first zone. However, now that I'm in the second zone it never recommends the new gear (despite it being a large ilvl upgrade and, in some cases, only adding stats with no stats being removed/lower - so it's not a weight issue).

Example:
Ohn'ir Initiate Sash

It says "Expedition Researcher's Sash" is a 100% upgrade over "Ohn'ir Initiate Sash" despite it being worse in every stat. I think it's because it's listing the new gear as "future upgrade" - so it must not think I can equip it yet despite being able to.

Try doing a full guide reset.

1. exit WoW
2. go to the WoW/_retail_/Interface/Addons folder and delete any Zygor folders
3. go to the WoW/_retail_/WTF/Account/<your account name here>/SavedVariables folder and delete the Zygor files in there
4. run the desktop client and install a fresh copy of the guides
5. go back in game to test and see if that fixed it

And the window to upgrade does not stay up. For instance, when the toast comes up and says do you want to view upgrades or equip all, if you select view upgrades, nothing happens. And this is after a guide reset via file deletions as recommended.
