Using quest items make you disable zygor

Me Too, same problem.

Found if you use the item from the Zygor steps window it works.

This is a known problem and being looked into.
Clicking the item icon in the guide windows or the inventory works but the icon at the quest tracker throws an error about a forbidden action.
