Smart Injector Not Working(for leveling)

Smart injection not working while 100% in an area(level based progress). Did two other zones since the starting area and had to boot each zone manually. Guide suggestion and smart injection system suggestions are both checked.

UPDATE: I decided to keep going in the zone I'm currently in(Redridge Mountains) even though the level based progress said I was at 100% as soon as I hit level 21 - well, about half-way to level 22 is when the notification decided to pop telling me I was ready to go the next zone.

That progress bar on the guide viewer can be a little wonky at times. I would say only use that as an estimate and if you switch it over to the steps/quests then it will never fill up before you get the suggestion to move on to the next area.
