Val'Sharah Step 38 Talk to Elothir not able to give quest?

I have been progressing fine up until this point and now I am stuck. Do you have to be a level greater than 101 to speak with Elothir? (Big Tree in Thas'talah).

Did you pick up the "Archdruid of Lore" quest back on step 5 and turn it in to Elothir? You only need to be level 98 to accept the "Solid as a Rock" and "Death to the Witchmother" quests.
