Accept line showing expanding row of dots

I'm sure this has been answered before but I haven't been able to find anything relevant in the Search function.

Anyway, nearly every step in the guide shows this:

! Accept `...' *

with the row dots expanding and contracting. What does this mean? It only changes to show the actual quest name when I complete the Turn in above it.

I've noticed it before now and again but, on this new character, it's pretty much every step.

That is something that happens when a quest is not in your game cache. It normally only happens with brand new content added to the game with a patch until you get to that area for the first time. Try going into your WoW/Cache folder and delete everything in there to allow the game to rebuild all of the files and see if that fixes it for you.
