So i follow the guide and enter UC at lvl 10 to find out that i can't pick up the quest at "Father Lankester" - its simply not available.... maybe fix that step in the guide..?

Try talking to Aelthalyste right near Father Lankester to see if she has it.

Sorry to necro this post but in case people run into same issue - the answer is incorrect for troll priests that have different racial spells.
If Troll Priest that just went to level in undead zones at start because he likes it more found this, you cannot learn touch of weakness, you can learn Hex of Weakness instead
