This quest is not available. When I talk to him he does not offer the quest. I am currently Renown 9 working towards Renown 10

That appears to be a breadcrumb quest so if you have anything done that would come after that one then it wouldn't be available. Have you checked the following steps to see if you are able to do any of them?
