In step 39 you turn in a quest inside Sethekk Halls. From that point onwards all coordinates point towards Sethekk Halls although they should be in Terokkar.

Just an update that right after the quest guide I started one the the Explorer achievement guides and it was still pointing towards Sethekk halls which makes me believe I might have an addon conflict.Comment

Easy way to test for addon conflict is to disable all other addons and see if the arrow starts working as expected.My Flight Path Follies guide
