This is on Wowhead from last year's Hallow's End event:

"It has been confirmed, if you get to the area where the flaming scarecrow is supposed to be and he isnt there, stand where he should be and then use your hearth. You will complete the quest that way. Now you just gotta go back to Southshore. Maybe set your hearth there before riding out to Undercity."

Maybe try doing that? I'm not sure why that happens, but it looks like maybe a fairly common issue with the quest that just never got fixed. :-(

Flight paths

The guide assumes I have all the flight paths; I do not. I'm using a newish alt that is on his way to Kalimdor for the first time.
