Step 8 does not register that it needs to be completed. it is greyed out when on the quest and skipped by the impossible steps filter. i am on this quest now and had to manually go back and see what to do because it just went from picking up the quest to the end of the guide.

it worked on all the other quests the only one its not working on is

I can't see anything wrong with the guide files. Try clicking Repair on the Updater to see if maybe there's a corrupted file causing the guide viewer to not parse things properly.
